กระทรวงวัฒนธรรม แถลงกรณีภาพถ่ายประวัติศาสตร์ไทยถูกนำไปใช้อ้างอิงในเวทีการประกวด Miss Universe Cambodia 2026

“จากกรณีที่มีรายงานปรากฏโดยทั่วไปทั้งในสื่อกัมพูชา และสื่อไทยว่า ผู้จัดงานเวทีประกวดมิสยูนิเวิร์ส กัมพูชานำเสนอ VTR ส่วนหนึ่ง เกี่ยวกับวัฒนธรรมการแต่งกายของกัมพูชา โดยเป็นที่ปรากฏชัดว่า มีการใช้ภาพอันมีแหล่งที่มาเป็นของไทยด้วยนั้น
กระทรวงวัฒนธรรม เห็นว่าการกระทำดังกล่าว ไม่อาจกล่าวได้เลยว่า เป็นความรู้เท่าไม่ถึงการณ์ แต่กลับเป็นการบ่งชี้ว่า ผู้จัดทำ VTR ดังกล่าว มีเจตนากล่าวอ้าง เหมารวม และโน้มน้าวให้สาธารณชนเชื่อว่า เป็นการแต่งกายของ (ราชสำนัก) กัมพูชา โดยแท้จริง
ซึ่งในเรื่องนี้ กระทรวงวัฒนธรรม ที่กำกับดูแล กรมศิลปากร และสำนักหอจดหมายเหตุแห่งชาติ ขอเรียกร้องให้เวทีประกวดมิสยูนิเวิร์สกัมพูชา ยุติการกระทำและการเผยแพร่ข้อมูลอันบิดเบือน และขอให้ใช้ความระมัดระวังอย่างยิ่งยวดในการอ้างอิงข้อมูลแหล่งที่มาของภาพถ่าย เนื่องจากภาพดังกล่าวเป็นภาพสตรีชาวกำแพงเพชร ที่ถ่ายเมื่อปี พ.ศ. 2449 ในรัชสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว และได้รับการบันทึกในหอพระสมุดวชิรญาณ” หรือ The Royal Photographic Glass Plate Negatives and Original Prints Collection และได้รับการขึ้นทะเบียนในบัญชีมรดกความทรงจำแห่งโลก (Memory of the World International Register) โดยองค์การยูเนสโก ในปี ค.ศ. 2017 หรือ พ.ศ. 2560 โดยในภาพต้นฉบับฟิล์มกระจกที่เก็บรักษาอยู่ที่หอจดหมายเหตุแห่งชาติจะมีตรากรมศิลปากรเป็นลายน้ำประทับอยู่ แต่ภาพที่เวทีกองประกวดนำไปใช้มีการตัดเอาตรากรมศิลปากรที่เป็นลายน้ำออก และไม่มีการอ้างอิงแหล่งที่มาแต่อย่างใด
ดังนั้น จากกรณีที่เกิดขึ้นในครั้งนี้ กระทรวงวัฒนธรรม โดยกรมศิลปากรซึ่งเป็นเจ้าของข้อมูลดังกล่าว จะทำหนังสือทักท้วงไปยังกองประกวดมิสยูนิเวิร์สของประเทศกัมพูชา และหากยังไม่ยุติการดำเนินการกระทรวงวัฒนธรรมจะยกระดับดำเนินการต่อไป โดยกระทรวงวัฒนธรรมขอสงวนสิทธิ์ในการพิจารณาดำเนินการมอบหมายให้หน่วยงานที่เกี่ยวข้องของไทยดำเนินการตามกฎหมายต่อไปด้วย
สำหรับการดำเนินการที่ผ่านมากระทรวงวัฒนธรรมได้ดำเนินการเผยแพร่องค์ความรู้อย่างต่อเนื่องทั้งในและต่างประเทศ โดยเฉพาะการจัดแสดงชุดไทยพระราชนิยมในต่างประเทศ ที่กรุงเฮก ประเทศเนเธอแลนด์ กรุงโตเกียว ประเทศญี่ปุ่น และถัดไปที่ประเทศฝรั่งเศส โดยจัดให้มีการให้ความรู้เรื่องชุดไทยโบราณที่เป็นรากฐานของชุดไทยพระราชนิยมด้วย ซึ่งการเผยแพร่องค์ความรู้ดังกล่าวเป็นการสร้างการรับรู้ที่มีมูลค่าสูงมาก เป็นการใช้การทูตเชิงวัฒนธรรม นอกจากนี้ กระทรวงวัฒนธรรมยังประสานความร่วมมือกับสถานทูตไทยในต่างประเทศเพื่อเผยแพร่ชุดไทยในงานสำคัญต่าง ๆ เช่น เมื่อวันที่ 19 – 20 กันยายน ที่ผ่านมา มีการจัดงาน Thailand Grand Festival 2026 ที่นครซิดนีย์ ประเทศออสเตรเลีย มีคุณแอฟ ทักษอร ไปเดินแบบชุดไทยพระราชนิยมด้วย หรือการนำโบราณวัตถุไทยไปจัดแสดงที่พิพิธภัณฑ์แห่งชาติเกาหลีใต้ ซึ่งใหญ่เป็นอันดับ 3 ของโลก ก็มีการนำชุดไทยไปจัดแสดงด้วย
ดิฉันในฐานะรัฐมนตรีว่าการกระทรวงวัฒนธรรมและผู้บริหารกระทรวงวัฒนธรรมทุกท่าน ขอเรียนว่า กระทรวงวัฒนธรรมใช้ทุกเวทีในการสื่อสารเรื่องชุดไทย และไม่ได้นิ่งนอนใจแต่อย่างใด กระทรวงวัฒนธรรมจะใช้วัฒนธรรมเป็นพื้นที่สร้างความเข้าใจ ไม่ใช่สร้างความขัดแย้ง แต่หากมีการละเมิดเราไม่ปล่อยผ่าน และจะดำเนินการขั้นเด็ดขาด ดิฉันขอขอบคุณประชาชนคนไทยทุกคนที่แสดงความหวงแหนชุดไทยอันเป็นมรดกของชาติ ดิฉันและกระทรวงวัฒนธรรมก็มีความรักและความหวงแหนไม่ยิ่งหย่อนไปกว่าท่านใด
กระทรวงวัฒนธรรมขอยืนยันว่าจะดำเนินการเรื่องนี้อย่างจริงจัง และจะไม่ปล่อยผ่าน และขอขอบคุณประเทศเพื่อนบ้านที่ให้ความสนใจเผยแพร่ชุดไทยอย่างสม่ำเสมอ แต่ก็ขอให้อ้างอิงแหล่งที่มาอย่างครบถ้วนและถูกต้องด้วย ทั้งนี้ ในการดำเนินการใด ๆ กระทรวงวัฒนธรรมจะกระทำโดยความสุขุมและรอบคอบ เพื่อให้การขึ้นทะเบียนชุดไทยพระราชนิยมช่วงเดือนธันวาคม เป็นไปอย่างราบรื่น“

Subject: Historical Photograph and Costume Presentation at Miss Universe Cambodia 2026
Following reports carried by both Cambodian and Thai media regarding a video presentation (VTR) featured at the Miss Universe Cambodia 2026 pageant, which presented aspects of Cambodian dress culture and visibly included an image originating from Thailand, the Ministry of Culture has issued the following statement:
The Ministry of Culture considers that the use of the image in question cannot simply be attributed to a lack of awareness or inadvertent error. Rather, it indicates that the producers of the VTR intended to make a claim, generalize the historical context, and lead the public to believe that the attire depicted was genuinely associated with the Cambodian royal court.
In this regard, the Ministry of Culture, which oversees the Fine Arts Department and the National Archives of Thailand, calls on the Miss Universe Cambodia pageant organizers to cease the dissemination of misleading information and urges them to exercise the utmost caution when citing the sources of historical photographs.
The photograph in question is the image known as “Siamese Woman of Kamphaeng Phet”, taken in 1906 during the reign of His Majesty King Chulalongkorn. The photograph is preserved as part of The Royal Photographic Glass Plate Negatives and Original Prints Collection, which was inscribed on the UNESCO Memory of the World International Register in 2017.
The original glass-plate negative preserved at the National Archives bears the Fine Arts Department’s watermark. However, the version used by the pageant organizers appears to have had the Fine Arts Department watermark removed, and no source attribution was provided.
In response to this incident, the Ministry of Culture, through the Fine Arts Department as the custodian of the relevant information, will formally submit a letter of protest to the organizers of the Miss Universe Cambodia pageant. Should the dissemination and use of the material in question continue, the Ministry will consider escalating the matter and taking further action by assigning the relevant Thai authorities to pursue appropriate legal measures.
With regard to its ongoing efforts, the Ministry of Culture has continuously promoted and disseminated knowledge of Thai cultural heritage both domestically and internationally. In particular, the Ministry has organized exhibitions showcasing Thai National Dress overseas, including in Hague, Netherlands, and Tokyo, Japan, with a forthcoming presentation in France.
These exhibitions also provide educational information on traditional Thai attire that forms the historical foundation of Thai National Dress. Such dissemination of cultural knowledge plays an important role in fostering international understanding and represents a significant form of cultural diplomacy.
The Ministry of Culture has also worked closely with Thai embassies overseas to promote Thai dress at major cultural events. For example,
on September 19–20, the Thailand Grand Festival 2026 was held in Sydney, Australia, where actress “Aff Taksaorn” participated in a fashion presentation featuring Thai National Dress.
Similarly, when Thai antiquities were exhibited at the National Museum of Korea, one of the world's largest national museums, Thai traditional dress was also included as part of the cultural presentation.
As Minister of Culture, together with the Ministry's executive leadership, I would like to emphasize that the Ministry of Culture uses every available platform to communicate and promote knowledge about Thai traditional dress and has never been indifferent to the preservation of Thailand's cultural heritage.
The Ministry will use culture as a platform to foster mutual understanding, rather than to create conflict. However, where there is an infringement or misuse of Thai cultural heritage, we will not simply let the matter pass, and we will take firm and decisive action as appropriate.
I would like to thank all Thai citizens who have expressed their appreciation for and concern over Thai National dress, which is an important part of our national heritage. I, together with the Ministry of Culture, share that same commitment to protecting and preserving this heritage.
The Ministry of Culture reaffirms that it will address this matter seriously and will not disregard the issue. At the same time, we appreciate our neighboring countries' continued interest in promoting Thai National dress. However, we respectfully ask that all such use and dissemination be accompanied by complete and accurate attribution of the relevant historical sources.
In undertaking any further action, the Ministry of Culture will proceed with prudence and due consideration, with the aim of ensuring that the inscription of Thai National Dress in December proceeds smoothly.

カンボジアおよびタイの各種メディアにおいて、Miss Universe Cambodiaの主催者が、カンボジアの服飾文化に関するVTRの一部を上映し、その中に明らかにタイを出典とする写真が使用されていたとの報道が広くなされています。
文化省は、この行為を単なる知識不足や不注意によるものとみなすことはできないと考えています。むしろ、当該VTRの制作側が、写真を一括して特定の文化に帰属させ、あたかもカンボジア王室の服装であるかのように一般の人々に認識させる意図をもって提示したことを示すものと考えます。
この件について、タイ文化省は、文化省の所管下にある美術局およびタイ国立公文書館とともに、Miss Universe Cambodiaに対し、このような行為および不正確な情報の発信を中止するよう求めます。また、歴史的写真の出典を引用・紹介する際には、最大限の注意を払うよう強く要請します。
問題となっている写真は、1906年、チュラロンコーン国王（ラーマ5世）の治世に、カムペーンペットの女性たちを撮影した歴史的写真です。この写真は、Royal Photographic Glass Plate Negatives and Original Prints Collection、すなわち「ヴァジラヤーン図書館コレクション」に収蔵されている資料の一部であり、2017年にはユネスコの「世界の記憶（Memory of the World）国際登録」に登録されています。
国立公文書館に保存されている原版のガラス乾板には、タイ美術局の透かし（ウォーターマーク）が入っています。しかし、今回、大会主催者が使用した画像からは、その美術局の透かしが切り取られており、出典についての記載もありませんでした。
このため、今回の事案を受け、文化省は、当該情報を所管する美術局を通じて、Miss Universe Cambodiaの主催者に対し正式な抗議書を送付します。今後もこのような行為および情報の発信が停止されない場合、文化省はさらなる対応を検討します。また、タイの関係機関に対し、適用される法令に基づく必要な措置を講じるよう委任することについても、その権利を留保します。
文化省はこれまで、国内外においてタイの文化遺産に関する知識の発信を継続的に行ってきました。特に、タイ王室ゆかりの正装「チュット・タイ・プララーチャニヨム」について、オランダ・ハーグおよび日本・東京で海外展示を行っており、次回はフランスでの展示を予定しています。これらの展示では、現在のタイ王室ゆかりの正装の基礎となった歴史的なタイの服装についても紹介しています。
このような知識の発信は、タイ文化に対する国際的な理解を形成する上で非常に大きな価値を持つものであり、重要な文化外交の一環です。
また文化省は、海外のタイ大使館とも連携し、さまざまな重要文化行事においてタイの服装文化を紹介しています。例えば、9月19日から20日にかけてオーストラリア・シドニーで開催されたThailand Grand Festival 2026では、女優・モデルのアープ・タクサオーン氏がタイ王室ゆかりの正装を着用してファッションショーに参加しました。また、世界有数の規模を誇る韓国国立中央博物館（National Museum of Korea）でタイの古美術品を展示した際にも、タイの服装が併せて紹介されました。
私はタイ王国文化大臣として、また文化省の全幹部とともに、文化省はあらゆる機会を活用してタイの服装文化について発信していることを申し上げます。この問題についても、決して看過しているわけではありません。
文化省は、文化を対立を生み出す場ではなく、相互理解を築くための場としていきます。しかし、侵害がある場合には、それを看過することなく、断固として必要な措置を講じます。
タイの民族衣装・伝統衣装であるタイの服装文化を国の文化遺産として大切にし、その価値を守ろうとするすべてのタイ国民に、心から感謝申し上げます。私自身、そして文化省も、皆様と同じくタイの文化遺産を大切にする思いを強く持っています。
文化省は、本件について真摯に対応し、決して看過することなく、必要な措置を講じることを改めて表明します。
同時に、日頃からタイの服装文化に関心を寄せ、その紹介に取り組んでくださっている近隣諸国に対しても感謝申し上げます。ただし、タイの服装文化を紹介する際には、その資料の出典および起源について、完全かつ正確な情報を明記していただくようお願いいたします。

Objet : Affaire de la photographie historique et de la présentation vestimentaire sur la scène de Miss Universe Cambodia 2026
À la suite des informations largement diffusées tant dans les médias cambodgiens que thaïlandais, selon lesquelles les organisateurs du concours Miss Universe Cambodia ont présenté un VTR consacré à la culture vestimentaire du Cambodge dans lequel il apparaît clairement qu'une image d'origine thaïlandaise a été utilisée, le Ministère de la Culture considère que cet acte ne saurait aucunement être qualifié de simple méconnaissance ou d'inadvertance. Il indique au contraire que les auteurs de ce VTR avaient l'intention d'affirmer, d'amalgamer et de persuader le public qu'il s'agissait véritablement d'une tenue de la Cour royale du Cambodge.
À cet égard, le Ministère de la Culture, qui assure la tutelle du Département des Beaux-Arts et des Archives nationales, demande au concours Miss Universe Cambodia de mettre fin à ces agissements et à la diffusion d'informations déformées, et de faire preuve de la plus extrême prudence dans la citation de la provenance des photographies. La photographie en question représente des femmes de Kamphaeng Phet et a été prise en 1906, sous le règne de Sa Majesté le roi Chulalongkorn (Rama V). Elle est conservée dans la collection « Royal Photographic Glass Plate Negatives and Original Prints Collection », dite « Collection de la Bibliothèque Vajirayana », inscrite en 2017 au Registre international de la Mémoire du monde de l'UNESCO. Le négatif original sur plaque de verre conservé aux Archives nationales porte en filigrane l'emblème du Département des Beaux-Arts. Or, l'image utilisée par les organisateurs du concours a été recadrée de manière à supprimer cet emblème, et ne comporte aucune référence à sa source.
En conséquence, à la suite de cet incident, le Ministère de la Culture, par l'intermédiaire du Département des Beaux-Arts, détenteur des données concernées, adressera une lettre de protestation aux organisateurs de Miss Universe Cambodia. Si ces agissements ne cessent pas, le Ministère de la Culture portera l'affaire à un niveau supérieur. Il se réserve également le droit d'envisager de charger les organismes thaïlandais compétents d'engager les démarches prévues par la loi.
Pour ce qui est des actions menées jusqu'ici, le Ministère de la Culture diffuse de manière continue des connaissances tant en Thaïlande qu'à l'étranger. Il a notamment organisé des expositions de « Chud Thai Phra Ratcha Niyom » (costume thaïlandais d'inspiration royale) à l'étranger, à La Haye (Pays-Bas) et à Tokyo (Japon), la prochaine étape étant la France. Ces expositions comportent aussi des informations sur les costumes thaïlandais anciens, qui sont à l'origine du Chud Thai Phra Ratcha Niyom. Cette diffusion des connaissances contribue à une sensibilisation de très grande valeur et relève de la diplomatie culturelle.
Par ailleurs, le Ministère de la Culture coopère avec les ambassades de Thaïlande à l'étranger pour faire connaître le costume thaïlandais lors d'événements importants. Ainsi, les 19 et 20 septembre derniers, le Thailand Grand Festival 2026 s'est tenu à Sydney (Australie), où Mme Taksaorn « Aff » Paksukcharern a défilé en Chud Thai Phra Ratcha Niyom. De même, lors de l'exposition d'antiquités thaïlandaises au Musée national de Corée du Sud, le troisième plus grand musée national du monde, des costumes thaïlandais ont également été présentés.
En ma qualité de Ministre de la Culture, avec l'ensemble des dirigeants du Ministère, je tiens à affirmer que le Ministère de la Culture utilise toutes les plateformes pour communiquer sur le costume thaïlandais et qu'il n'est en aucun cas resté passif. Il entend faire de la culture un espace de compréhension et non de conflit. Mais en cas de violation, nous ne laisserons rien passer et agirons avec fermeté.
Je remercie l'ensemble du peuple thaïlandais, qui témoigne son attachement au costume thaïlandais, héritage de la nation, et sa volonté de le préserver. Le Ministère et moi-même partageons pleinement ce sentiment, avec une ferveur qui n'est en rien moindre que la leur. Le Ministère de la Culture réaffirme qu'il traitera cette affaire avec sérieux et ne la laissera pas passer.
Nous remercions également les pays voisins qui manifestent régulièrement leur intérêt pour la promotion du costume thaïlandais, tout en leur demandant de citer les sources de manière complète et exacte.
Enfin, dans toutes ses démarches, le Ministère de la Culture agira avec sérénité et prudence, afin que l'inscription du Chud Thai Phra Ratcha Niyom, prévue au mois de décembre, se déroule sans encombre.
